This brief describes an approach for deciding the eligibility of poor and vulnerable households for targeted subsidies to cover the costs of installing a durable toilet sub-structure (pit lining and slab) and ventilation pipe in rural Ghana. It was developed by USAID’s Water, Sanitation, and Hygiene Partnerships and Learning for Sustainability (WASHPaLS) project alongside a policy brief that summarizes lessons to inform future iterations of Ghana’s Pro-Poor Guidelines and targeted subsidy programs in Ghana and around the world.
