Is Ecosystem-Based Adaptation Effective? Perceptions and Lessons Learned from 13 Project Sites

Ecosystem-based adaptation (EbA) is an increasingly popular strategy for addressing the linked challenges of climate change and poverty in poor countries, where dependence on natural resources for lives and livelihoods is high. But EbA is neither widely nor consistently implemented. It is not sufficiently mainstreamed into national and international policy processes and receives a small proportion of adaptation finance. This is in part due to a weak or poorly consolidated evidence base on EbA effectiveness.

States with high exposure to climate hazards face multi-faceted challenges, including physical and livelihood risks for the population that may force states to redirect scarce resources to adaptation or humanitarian response efforts and strain the capacity of states that, in many cases, are still solidifying democratic institutions and mechanisms for meeting public needs.

Sustainable and Thriving Environments for West Africa Regional Development (STEWARD III) is a forest conservation and sustainable livelihoods project implemented by the U.S. Forest Service’s International Program (USFS-IP). It works in transboundary priority zones in the Upper Guinean Forest ecosystem, occurring in Guinea, Sierra Leone, Liberia, and Côte d’Ivoire. It is the third iteration of the STEWARD program.

This document is part of a series of studies produced by the African and Latin American Resilience to Climate Change (ARCC) project that addresses adaptation to climate change in West Africa. Within the ARCC West Africa studies, this document falls in the subseries Climate Change and Water Resources in West Africa. ARCC undertook the West Africa water studies to increase understanding of the potential impacts of climate change on water resources in West Africa and identify means to support adaptation to these changes.

 This PEER Science project considers Andean headwaters, particularly páramos and puna wetlands, as socialecological systems (SESs) in which coupled natural and human processes like drought, flooding, water use and impoundment in reservoirs for irrigation, and mining act together to destabilize and threaten water availability and quality for human and ecosystem purposes.
