Mobilizing Additional Funds for Pro-Poor Water Services

Meeting the Sustainable Development Goal for universal and equitable access to safe and affordable drinking water by 2030 requires utilities serving the poorest households to play critical roles. Yet these utilities are frequently unable to cover their current operational costs, much less expand access, through existing tariffs and transfers. New models and approaches are needed to identify new sources of sustainable subsidies for these utilities.

Agile and Harmonized Assistance to Devolved Institutions

With the adoption of the 2010 Constitution, Kenya set itself on a path toward devolution, introducing a new system of governance that includes 47 county governments with governors and legislatures. The purpose of AHADI is to support Kenya’s vision and agenda for achieving the promise of devolution. AHADI aims to promote governance systems that are transparent, accountable, effective in service delivery, and responsive to empowered citizens by working at both the national and county government levels.
