Mid-Term Evaluation: Tajikistan Agriculture and Water Activity (TAWA)

The purpose of the mid-term performance evaluation of the Tajikistan Agriculture and Water Activity (TAWA), a Feed the Future (FTF) activity, was to compare what had been accomplished against intended results, including any management, financial, and cost-efficiency findings. TAWA, funded by USAID/Central Asia, is a four-and-a-half-year program (2016–2020) designed to improve the nutritional outcomes of women of reproductive age and children under the age of two by increasing the yields and economic returns of household plots in Khatlon region.

Impact of Water Users Associations on Water and Land Productivity, Equity and Food Security in Tajikistan: Final Report Volume I

This report provides a summary and synthesis of a series of impact evaluation findings undertaken from 2014 to 2018 by the International Water Management Institute (IWMI). A key focus of this evaluation is to assess the impact that these WUAs have had on the management and productivity of irrigation water and land resources, as well as on equity and food security in Tajikistan.

Bordering Afghanistan, Tajikistan is a linchpin for stability and security in Central Asia. It is also key to developing trade and energy linkages between South and Central Asia. The United States partners with Tajikistan to assist the country to play a constructive role in regional prosperity, connectivity, stability and security.

Activity

Tajikistan Maternal and Child Health Project

USAID’s program focused on birth preparedness and maternity services, newborn care and treatment, treatment of child illnesses, health systems strengthening, and household water, sanitation, and hygiene improvement. As new programs are currently being designed and procured, population coverage is still being determined. Nutrition has been addressed in the past through Title 2 programs, which are now ending.

Tajikistan Local Governance Program

The objective of LGP is to enhance USAID’s assistance to the Government of Tajikistan in implementation of its 2009 Law “On Self-Government Bodies in Towns and Villages”. On the subnational level, the project aims to improve local government’s capacity in delivering communal services to citizens, particularly clean drinking water. Overall, the project will foster stability, democratic practices and economic development by increasing the capacity and accountability of sub-national government.

Feed the Future Tajikistan Health and Nutrition Activity

Located in Central Asia, Tajikistan is a post-conflict, post-Soviet country with significant food security needs: 10.4 percent of the population in the Feed the Future target region lives on less than $1.25 a day, and many women and children are undernourished.

Regional Water Management Forum

USAID’s Regional Water Management Forum seeks to improve regional transboundary water management and promote sustainable management practices. The Forum promotes dialogue on water issues outside of high-level inter-government channels, particularly among academia and community-level water management structures. The Forum also supports access to modern water management techniques and improves water management skills for community technicians, scientists, policymakers, civil society, and local end-users. Information-based management of current and future water resources is a focus.

Central Asia Energy-Water Development Program

"CAEWDP was formally established as a trust fund in 2010 by the Government of Switzerland and the World Bank. The Program supports the Central Asian (CA) countries (Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan) and the World Bank’s twin goals to reduce poverty and ensure shared prosperity through long-term economic growth and sustainability. By balancing donor support with national and regional objectives, CAEWDP is able to enhance cooperation and the promotion of integrated energy and water development initiatives at the regional as well as national levels.
