When this report was released, public infrastructure investment— including and especially in the water sector—was at a virtual standstill in Indonesia. In that context, one of the targets of the Environmental Services Program (ESP) was to increase access to sustainable financing for water utilities in Indonesia. Toward this end, ESP has embarked on a number of strategies to explore alternative sources of financing and encourage new investment. This report examines some at some of those efforts, describing the challenges and takeaways.
